Description of Duties:
Supervises/leads the development, implementation, and maintenance of the department’s health information and privacy management programs, including electronic health information systems. Facilitates the application and administration of the department’s adherence to privacy legislation and Ontario Public Health Standards requirements, related to health information management. Supervises the department’s adherence to corporate records management, including information classification and retention and disposal. Provides related training and advisory services.
Knowledge, Skills & Abilities Required:
•Knowledge of health information management, normally acquired through a post-secondary degree in a related field (e.g., Applied Health Information Science, Health Information Management Technology) plus a related certificate (e.g., (e.g., Health Information Management, Certified Records Manager, Certified Information Privacy Professional/Canada) plus progressively responsible related experience.
•Eligibility for registration with the Canadian Health Information Management Association (CHIMA).
•Knowledge and ability to comply with policies and procedures; privacy legislation (e.g., PHIPA, MFIPPA); and other applicable legislation.
•Knowledge of information management systems and procedures (e.g., in a health setting); data collection, coding or classification; data analysis and use; information and records management. Understanding of processes to maintain paper and electronic records, and ability to work with other professionals to develop, deploy, and maintain hybrid health records.
•Ability to acquire a detailed understanding of the contents of Regional records and the department’s functions and work processes to determine the nature, function, and value of recorded information holdings.
•Analytical, research, and problem solving skills to interpret and synthesize information and legislation; explain the design and application of the Corporate Information Classification (ICS) and the Retention & Disposal System (R&DS) and technical and technological requirements and issues; provide advice and recommendations to senior management and the PHIPA contact regarding health information management practices/systems, and responses to privacy complaints and issues; and initiate changes to systems, procedures, technology.
•Human relations, negotiation, communication, and presentation skills to provide expert advice to departmental staff and senior management regarding health information management systems; recognize reluctance/resistance to change and develop cooperative efforts; elicit information from staff regarding needs and record handling practices; assist staff to understand and develop information management techniques; respond to inquiries; develop and conduct orientation, training, and presentations to all levels of staff on specific work methods/procedures; communicate with clarity, diplomacy and discretion when interacting with clients and colleagues and educate others and facilitate change; and participate as an effective team member.
•Ability to read and interpret privacy legislation, documents, and information contained in program files and records. Ability to write reports to management; prepare/develop classification systems and retention and disposal schedule updates; procedures manuals, instructions, and technical directives; and provide on-site technical support for electronic databases/systems.
•Project management experience and organizational skills to work independently under general supervision, coordinate project team activities, prioritize own work and manage overlapping and often conflicting deadlines, prepare schedules, determine priorities, meet deadlines, and track and monitor changing needs.
•Computer skills with knowledge of software such as Microsoft Office and electronic document management and records management software.
•Ability to travel to locations within Waterloo Region.
•Ability to support and demonstrate the Region’s values.
